Rinse off cleansers may be the easiest solution, but if you have an issue of dry or extra dry skin it may not be the answer. This variety may possibility also strip away oils from your skin in the process. An oil-based cleanser, on the other hand, will not pose that sort of problem since it adds emollients to do the task as gently as possible.
An excellent one that I tried lately is Melvita's Apicosma Creamy Cleansing Milk from the French beauty brand. This product has three different types of honey, pollen, and sweet almond, which is so soothing in this skin pleasing formula. I loved how this cleanser calmed my delicate skin while it worked.
All that I had to do to remove my old makeup was to wipe off this cleanser with a few tissues. You will be surprised at the look of your face when you're finished. Some cleansers of this type leave you with an oily film that needs further attention. This cleanser looks cleaner with just bit of sheen. I did follow up with my toner to test this clean but my cotton balls were free of makeup and dirt.
This product is safe as well to handle removing eye cosmetics. Everything in that department was easy to wipe away. The only exception involved using any waterproof eye cosmetics. These were more difficult to budge and took longer and more swipes to remove, but my waterproof mascara and new liner finally came off.
I first fell in love with Apicosma when I reviewed their Apicosma Extra-Rich Hand Cream, one of the best hand creams I ever tried for how quickly it heals and nourishes suffering red skin.
Their Apicosma Creamy Cleansing Milk is just as awesome especially for those of us with sensitive, dry skin that needs extra tender loving care. The 6.7 fl. oz. bottle retails for $22.00.

If sensitivity and dry skin are causing you grief, I can't recommend the Apicosma line from Melvita highly enough. Do visit their website and get some because those products I tried can turn that problem around.
